The aim of the study was to support the European Commission in preparing an initiative on Individual Learning Accounts (ILAs) and to lay the foundations for an European initiative.

ILAs are designed to enable individuals to obtain the education or training they need. Starting from examining the current funding models and systems in selected EU countries, FiBS simulated what wider effects the introduction of ILAs could have and what costs and benefits as well as economic effects could be associated with them in the EU member states and worldwide.

The main focus of the work were:
- Gathering conclusive evidence to support the problem definition and justification of EU action;
- Fine-tuning policy objectives and related options;
- Comprehensive and robust identification and quantification of the main impacts of the initiative and a nuanced comparison of different policy options (including any relevant combination of sub-options/modules);
- Validation of the impact assessment with key stakeholders through participatory approaches, including validation of the feasibility of the initiative at Member State level;
- Ongoing support of the preparation and revision of the Commission's impact assessment.

The scope of the assignment was the EU-27.
