Vocational education and training, especially dual training, is going through a difficult phase: on the one hand, companies are complaining that they are receiving fewer applications and may no longer be able to fill some of their training places. On the other hand, some young people interested in training remain without a training place and have to look elsewhere or accept a place in the transitional sector. The magnitude of the surplus or shortage of training places and the number of unfilled training places or unplaced applicants varies considerably, depending on which key figure is used as a basis.
In addition, the situation varies greatly from state to state, region to region, municipality to municipality and also in the different chamber areas. At the same time, the training opportunities of adolescents and young adults with different school-leaving qualifications are divergent (see Dohmen, Hurrelmann, Yelubayeva 2021, Dohmen 2022a, 2022b, among others). In addition to taking stock of the respective situation in a specific year, the development over time is also important.
Politically, a ‘new era’ could be imminent if the training guarantee agreed in the federal government's coalition agreement materialises, the aim of which is to sustainably improve training opportunities for young people.
