General Report on Germany Monitor training opportunities 2023

The problem with the training system is not academisation, but the lack of integration of young people with a low level of school education – this is a central finding of the Training Opportunities Monitor 2023.

The study examines how young people's chances of transitioning to the various areas of the vocational training system have developed in relation to their respective school-leaving qualifications. This was the subject of a study conducted by the Research Institute for the Economics of Education and Social Affairs (FiBS) under the direction of Dr. Dieter Dohmen on behalf of the Bertelsmann Stiftung.

The Education Opportunities Monitor is based on the EduSimTM educational monitoring tool developed by FiBS. The tool's long-term data encompasses all formal educational sectors and is based on data from the training statistics of the Federal Institute for Vocational Education and Training (BiBB), the Federal Employment Agency, the Federal Statistical Office and Eurostat, among others. By combining the various key figures, conclusions can be drawn about the educational opportunities for young people in Germany based on their school-leaving qualifications.
