BerlinLearning takes place everywhere and at all times. It is an important prerequisite for social participation, but also a basis for technological progress, innovation and economic growth. In addition to institutionalised and highly formalised learning in schools and universities, further education plays a special role because it offers a relatively flexible form of learning, particularly for adults who have left the formal education system to work or to be available for the labour market, in order to refresh knowledge and skills and to close gaps in knowledge. Economies like Germany's that rely heavily on knowledge-intensive industries therefore have a particular need for a well-functioning CET sector. Indeed, both the proportion of people living in Germany who participate in CET and the proportion of companies in Germany that promote CET have increased in recent years. But how does Germany fare in a country comparison?
