Expert report on the evaluation of the effects of the KiTaG - Lot 1: ‘Structure and finances’

In Schleswig-Holstein, the Act on the Promotion of Children in Child Day Care Centres and Child Day Care (Kindertagesförderungsgesetz - KiTaG) came into force in January 2021, which comprehensively restructures the funding system for child day care centres and child day care. An evaluation of the law will be used to gain insights into the effects of the new KiTaG. To this end, two linked evaluation studies will be conducted: one evaluation on the topic of ‘structure and finances’ and another on the topic of ‘quality’.

The evaluation on the topic of ‘structure and finances’ is being carried out by FiBS together with the German Institute of Urban Affairs (Difu) and the Competence Centre for Public Economy, Infrastructure and Services of General Interest (KOWID) at the University of Leipzig. The project is commissioned and financed by the Ministry of Social Affairs, Health, Youth, Family and Senior Citizens of the State of Schleswig-Holstein.

For this evaluation, the project partners will collect and evaluate comprehensive financing data on child day care facilities and child day care in several waves from autumn 2021 until mid-2023. FiBS and its two partners are cooperating closely with the Paedquis Foundation, which has been entrusted with the parallel evaluation study on the topic of ‘quality’.
